Auto-generated sudoers file doesn't include /etc/sudoers.d

Debian by default includes the line:
#includedir /etc/sudoers.d
in /etc/sudoers
(see the section on the include directive at

The sudoers file auto-generated by Cloud9 every time a workspace is restarted doesn’t include that line, which can break some functionality.

Is there a justification for not including this, or is it a bug?
