Access denied on /sys/class/net/lo/operstate

Tracking down an issue inside corefx (.NET Core) that has to do with reading the file ‘/sys/class/net/lo/operstate’, or ‘/sys/devices/virtual/net/lo/operstate’.
This is not necessarily a bug in c9, but just wondering what might be causing the issue. We can read file attributes on the file, but when trying to open the file, it crashes the .net core process. Just inquiring to understand if there is something in the c9 ecosystem that prevents the read of the file. This only seems to happen on c9 specifically, thus far, local Ubuntu VMs work fine.
